I AM an ardent believer of the 1Malaysia concept and was the top scorer in a matriculation programme at a local private university earning merit awards for three Science subjects.

With my outstanding results, I thought it would be easy to fulfil my ambition of becoming a doctor by pursuing a medical degree in the country, especially after reading an article by director-general of the Public Services Department (PSD) Tan Sri Ismail Adam, who said among other things, that PSD scholarships could also be awarded to candidates for courses in the Malaysian campuses of foreign universities.

I hope that more officers working for PSD department can be exposed to the difficulties faced by students in application for top universities. By only looking at SPM results, one can hardly judge. The criteria should be done holistically and be done by someone who has experience for years in education at the same time undetered by the ministry's policy to have whim policy.
