264 pistols for senior JPJ officers on patrol

Although it is kind of a respond to the case a JPJ officer run down by a lorry but is it necessary?
The incident of a doctor being shot when they were found dating in a car sometime ago had shown that the one who have the gun should be calm enough so that they wont use it easily. Even soldiers could make such a mistake, how about these JPJ officers? Of course they will have them trained but a short period wont have much effect when one is panic.
Is it rasional handing those pistols to JPJ officers who never deal with this?
