Always pick houses that are built on

1. Old cemetry
2. Old garbage dump / land fill

They are always cheap because people don't like it, so it's value for money. Once the cemetry is forgotten and the garbage smell vanishes, your house will be worth a lot more than what you pay when you purchased it.
