In my opinion, you should just accept JPA, if you got your BNM results before the 20th, then you reject JPA. BUT if the BNM is really late, I think you should go for JPA first if that is the course is you wanted. Usually these kind of offers just differ in the sense of allowance and country. If you stop JPA half-way, you must pay for the amount JPA has spent during the period. That's my personal opinion. Hope it helps. :)
**You should ask some BNM seniors to get better information. :))

I think you should accept your JPA first, if BNM result comes out later than 20th, which is 6 days away. I have a friend who secured PIDN last year but decided to turn it down. Fortunately he secured BNM scholarship and now is my housemate. I think you should call up both JPA and BNM to ask about it, just to make sure that everything works well. As for JPA, as long as you haven't sign the contract, I think it's okay to accept it first. By the registration day for Pre-U programme JPA offer you, I think BNM result would have been released at that time. So you still can call JPA up and reject their scholarship, if you decided to accept BNM should you secured it.

I was wondering about the same thing too. I got JPA and I applied for BNM as well. I should register for my JPA this July, by then I hope the BNM results are out so I can thoroughly consider my options. It's not only the matter of allowance and country difference, as for me, the course I am to read matters the most. I applied for Economics under JPA and Mathematics under BNM. So if by any chance I am offered both, it'll be a tough decision for me.
Although I have to state here that I have no confidence at all in securing BNM hahah because it's so tough. I am very grateful for JPA.
As for your question, I think you should accept JPA first. I don't know how much the penalty is, but it depends on how long you've studied under JPA and how much JPA paid for it. Should be around few thousand. Good luck :)
And Nicholas, yes, I am going to wait for BNM as well :) (Heheh can't chat in that thread right?)

(there will be someone out there, cursing at this)
I guess most post-spm-ers dont know what they want. Just sit down and think about what you want... Dont hog the scholarship. =)

alright, thanks guys. :P
we're not trying to hog any scholarships. in fact out of so many scholarships applied, i'm only shortlisted for jpa and bnm. Even bnm is not confirmed.
we just want to choose the scholarship which offers us our course of BEST INTEREST.
