Yes, starting in around 2008 or 2009, undergraduates in the B or C structure (A structure syllabus will be outphased starting this May 2011) are eligible to take a minor in management.
This means that besides the main core subjects set in the course outline that are compulsory for you to take, you can choose to take subjects from the management sector as your additional minor "electives". This is optional, and doing a minor in management will allow you to exceed the credit hour requirement, but does not exempt you from doing the compulsory core subjects in the main course outline.
The minor in management subjects will still affect your CGPA; but if you are not doing the subjects just because you fear that it will affect your CGPA, then that is an erroneous mentality. Study not for CGPA, but for applied knowledge and you will go very far even beyond your undergraduate years. If you choose not to take the minor in management for fear that you are not able to focus on your other subjects, or that the workload is too heavy for you, then that is OK.
At the end of the day, you don't get a double degree. You still get a BEng. (Hons) in Chemical Engineering. The advantage of taking a minor in management is that you will be knowledgeable than your counterparts in matters regarding finances, management, etc. It is not shown in your degree scroll, but will be reflected in your transcript. At the end of the day, both the transcripts and the scroll are just as important for a job interview.
I never got to do a minor in management because I was in the A structure, and my credit hours were poorly packed. Now, with the B and C structures, the credit hours per semester have been nicely spaced apart so that there isn't one single semester where you have too much workload, and one single semester where it feels like you have nothing to do.
