I am not sure what you mean by orthoptics... Do you mean orthopedic (study of bones, joints and muscles) or opthalmology (study of the eyes) instead?

Or do you mean orthotics (Medical science dealing with specialized mechanical devices to support or assist weakened or abnormal joints or limbs)?

Eerm, I really tried to find out what you mean, but apparently I can't find an eye specialty called orthoptic...
According to this definition of orthoptics (http://cancerweb.ncl.ac.uk/cgi-bin/omd?orthoptics), it is "The study and treatment of defects in binocular vision resulting from defects in the optic musculature or of faulty visual habits. It involves a technique of eye exercises designed to correct the visual axes of eyes not properly coordinated for binocular vision."
Is this what you mean? Apparently this is not a specialty on its own, rather, it's part of the job of ophthalmologist.

No idea, sorry... This is the first time I come across this term. :)
Look it up on the Internet, I am sure you can find more info... It appears that the course they offer is always "opthalmology and orthoptics", but I am not sure.
