It's the CIA man. Think about it. They need to garner support of the world in the "war on terror". So they stage some terrorist attack and make people feel sympathetic. But they can't do it in the US because that would make it seem like the US isn't doing a good job fighting terrorist so they pull it off in Spain.
Why haven't any groups made any strong claim of the bombings other than a "shadowy" group claiming to work for Al-Qaeda?
