PERDANA SCHOLARSHIP
SESSION 2002/2003
The scholarship is open to qualified Malaysians who have obtained admission to a Masters programme or Doctorate programme at renowned universities for 2002 academic year. The scholarship is open for all fields of studies with emphasis given to the fields of science and technology.
The Perdana Scholarship is one of the most prestigious scholarshhips in Malaysia offering among the best packages to succesful applicants. Succesful applicants are not required to serve the Program, but are required to serve in or for Malaysia upon completing to their studies, with the objectives towards nation building and achieving Vision 2020.
Terms of application
1. Applicants for the Masters programme must have a first class honours degree or its equivalent
2. Applicants for the Ph.D programme must have a good Masters degree;
3. Applicants must not be more than 35 years old for the Masters programme and 40 years old for the Ph.D programme, as at 1 July 2002;
4. Applicants must be aperson of exceptional calibre, personal values and character;
5. Applicants must be made on the Perdana Scholarship Application Form which can be obtained from :-

2005 PANASONIC SCHOLARSHIP

In commemoration of its 80th Anniversary in 1998, Matsushita Electric Industrial Co., Ltd. (MEI) launched ?Panasonic Scholarship? which provides promising students from Asian countries/area with good opportunities to do research at universities in Japan, to enable them to contribute to the development of their countries/area and to promote friendship and mutual understanding between these countries/area and Japan in the 21st Century.
?MEI? will accept applications for ?2005 Panasonic Scholarship in Malaysia? under the terms and conditions stated below.
1. Eligibility
A privately financed student from Malaysia, who wishes to pursue a master?s course in Japan, should fulfill the following requirements and qualifications:-
a. Nationality:
Applicants must be a citizen of Malaysia
b. Eligible Students:
Applicants must be within four years after completing a relevant Bachelor Degree as of the application due date
c. Enrollment as Research Students in Japan:
Applicants must have obtained or be able to obtain approval or informal consent from academic advisor for admission to graduate school in Japan as a research student by the end of 2004. Applicants must be as research students at universities in Japan in April 2005.
d. Japanese Language Requirement:
Applicants must have adequate proficiency and knowledge in Japanese language for studying at master?s course in Japan, which is Level-1 or Japanese Language Proficiency Test (JLPT) or equivalent. Applicants must pass at least Level-3 of Japanese Language Proficiency Test in December 2004 or 2005.
e. Master?s Course:
After being nominated as Panasonic Scholarship Student, applicants must enroll at graduate schools in Japan and be able to take master?s course in April 2006.
f. Application Site:
Applicants must apply for this program in Malaysia and must be able to take all procedures for selection in Malaysia.
g. Educational Background:
Applicants must be graduates or graduate-to-be in July 2004 with distinguished results of university and must have completed 16 years of school education.
h. Specialization:
Applicants must major in any one of the following disciplines (Science, Engineering, Bio-Technology and Information Technology)
Note: Except Medical Science, Pharmacology and Dentistry
i. Health:
Applicants must be medically fit
j. Applicants must be interested in and have the desire to contribute to the development of Malaysia and to promote friendship between Malaysia and Japan.
k. Arrival in Japan:
Applicants must arrive in Japan by the designated day from the end of March through beginning of April 2005.
l. Non-eligibility:
Those who are under the following category are not eligible for Panasonic Scholarship.
i) Those who are receiving, will receive or will apply for other scholarship including Japanese Government Scholarship
ii) Those who are already enrolled at graduate school in Japan
2. Number of Students to be Accepted
Three (3) Students
3. Duration of Panasonic Scholarship
Panasonic Scholarship will be provided for maximum three years program, including maximum one year of Japanese Language training and study as a research student and maximum two years for master?s course;
a. Year One ? Enrollment as research students at a University in Japan and Japanese Language Training
b. Year Two & Three ? Register and complete a master?s course in Japan.
The entire period shall not exceed three years in any circumstances. The scholarship will be terminated if a scholarship recipient fails to gain admission to master?s course in Japan within one year after arrival in Japan (by March 2006)
4. Contents of Panasonic Scholarship
a. Research students at Graduate School/Japanese Language trainee (for maximum one year)
i) Monthly Scholarship- ?150,000 per month
ii) Arrival Allowance - ?200,000 will be paid. (The payment system depends on each country and area)
iii) Tuition Fee Assistance ? Maximum ?250,000 will be paid in each semester
Note : The actual amount will be paid in case the tuition fee is less than ?500,000 per year.
b. Master?s course at Graduate School (for maximum two years)
i) Monthly Scholarship - ?180,000 per month
ii) Matriculation Fee Assistance ? Maximum ?200,000 will be paid in the first year of master?s course.
iii) Tuition Fee Assistance ? Maximum ?250,000 will be paid in each semester.
Note:
i) The actual amount of matriculation fee will be paid to the student whose fee is less than the above amount
ii) The actual amount will be paid in case the tuition fee is less than ?500,000 per year.

7. Suspension and Termination of Scholarship
The scholarship will be suspended or terminated immediately, and the money already disbursed may be subject to repayment in full or in part if any one of the following conditions applies to a scholarship recipient.
a. False information is found in the applications forms
b. Fails in passing the entrance examination for master?s course within one year after arrival in Japan, i.e. by March 2006
c. Fails in arriving in Japan by the designated day from the end of March through the beginning of April in 2005
d. Being caught for misconduct at a graduate school / Japanese language institute, or is deemed not likely to complete the requirements for graduation.
e. A long-term absence, withdrawal and suspension from a graduate school or a Japanese language institute.
f. Shows poor academic performance including dropouts, lack of desire to study or being unable to keep his/her research for some reasons.
g. Neglects to report his/her research results at the end of each term of research students, Year 1 and Year 2 of master?s courses.
h. Finds difficulties in continuing study due to illness or other health problems.
i. Utilizes the scholarship for the purposes other than academic objectives or a means of living
j. Receives another scholarship including Japanese Government (Monbu Kagaku Sho) scholarship
k. Violates the pledge submitted to MEI, Japan
l. Fails in JLPT Level-3 as a second trial in December 2005.
8. Attention
Panasonic Scholarship Students and Nominated Students must follow the below listed notes.
a. The sole purpose of this scholarship is to utilize for your study and research of your master?s course in Japan, and the scholarship shall not be misused.
b. The nominated students must be responsible for selecting a graduate school, getting an informal consent and confirming the University?s admission with a Japanese University.
c. The nominated students must make all necessary documents, procedures and preparation for getting a passport and a visa for entry to Japan and reserving accommodations before your arrival in Japan. If you enter a Japanese language school, you must complete necessary procedures before your arrival in Japan.
d. The nominated students must be prepared with enough money to cover initial expenses, including travelling expenses to Japan, admission and tuition fee to be paid to his/her university/Japanese ?language institute before arrival in Japan and temporary expenses incurred upon arrival in Japan before payment of the scholarship.
e. The nominated students are required to be enrolled as research students in Japanese graduate school in April 2005 before sitting for the entrance examination for master?s course. Therefore, the nominated students must contact an academic advisor or a supervising professors/instructor without delay to obtain informal consent by the academic advisor and finish application for enrollment as early as possible within 2003 in order to receive Notice of Entrance Permission issued by the University which is necessary for you to obtain visa for your entry to Japan.
f. The nominated students must study Japanese Language more than 300 hours to master basic Japanese Language (Level-3 of Japanese Language Proficiency Test) before coming to Japan, as minimum requirement.

Very interesting. You guys do know that most PhD programmes in the US are free, right? They'll even pay you a stipend. This is broadly true for the sciences and engineering. For the humanities it's only true at the richer schools and even then you may have to teach.

Even in the sciences and even at top schools, some areas are poorly funded. I have a friend in MIT civil engineering who could only get 1/2 TA (meaning 1/2 stipend + 1/2 tuition) because of lack of funding.
Plus, it is not uncommon for grad students to do TA (teaching assistant) every other semester (or even every semester in the humanities).
While NSF, NIH and top US schools are rich, they certainly don't give away free money all the time. If you're planning to apply to grad school in the US, make sure to ask professors and other grad students in area and school to find out about the exact situation on funding, keeping in mind that the situation may differ widely from school to school, and area to area.

You are right. I should have qualified my statement. It all depends on the school and on the field. And as you probably know, it depends on the advisor as well. You can go to a big name school and study something very 'hot' and still be struggling for money if your advisor cannot manage to get funding. :-)
Having said that though, among the science and engineering people/situations that I know of, most are not hurting for money. (This includes PhD students at Stanford and friends from undergrad who went to 'big name' PhD programmes across the country.) The exceptions that I know of: a) attrition in the Aero/Astro department here is very high because of funding issues b) some theory students in all fields have to teach (but I would still claim that the majority do not).
I guess the main reason for my earlier post is to alert people to the fact that institutional funding possibilities abound, even if they are not guaranteed. And to encourage people who would otherwise not apply for PhDs because of a perception that it's 'too expensive'. But yes, it's always better to try to apply for external funding even if your advisor can afford to pay you.
Now that I have taken the discussion on a huge tangent, let me do my bit for the 'posting of $ opportunities'. :-)

You are right. I should have qualified my statement. It all depends on the school and on the field. And as you probably know, it depends on the advisor as well. You can go to a big name school and study something very 'hot' and still be struggling for money if your advisor cannot manage to get funding. :-)
