As stated in Struktur Pengajian Amerika Syarikat, 1 year preparation only for those who get offer from Ivy League Universities after completed their 1 year American Foundation Programme. For those who don't, they would have to stay back another 1 year before flying to US.

Ivy league standard universities include University of Michigan, Stanford University, MIT, University of Washington, Rice University, Northwestern University, California Institute of Technology, and Carnegie-Mellon University. (University of Washington and University of Michigan is off JPA's list now. However, in the future, JPA might allow students to apply to those two universities.)
If you don't get into either one of the Ivies or Ivies standard university, you have to do another year locally before transferring your credits to some ok-ok universities in US.
For biotech students, try your very best to get into one of these top schools. If you don't manage to get into these schools, you have to do credit transfer locally and the worst part is you have limited choice of universities. JPA is very particular about the course's name. It only allows students to apply to the course named BIOTECHNOLOGY. Nothing other than that. Most US universities name their courses some other names like biochemistry, biomedical or whatever and not biotechnology. Only a few universities offer the course biotechnology and these universities are not really good ones. Just ok-ok. However, if you get into any of the Ivies or Ivies standard school, you get to change your major to biochemistry or other biotech related courses. So work your a*s off to get into these top schools or you will end up in ok-ok schools.
For engineering students, you don't have to worry much because there are multitudes of good engineering schools which are not Ivies or Ivies standard universities.
Good Luck!!! :p

Can I ask, is SAT compulsory or it is strongly encouraged to gain admission to ivy league universities? I heard more and more institutions begin to drop SAT ubiquitously as SAT doesn't play the role of predicting the abilities of freshmen in their college, is this true?
Thanks in advance.:)

I thought it's already mentioned. If you can't secure a place in one of the Ivy or Ivy standard unis, the scholar would have to stay back for a year before transferring to another institution in the States. Well as far as I know, that's the case for JPA...
Application is usually standardized for most top schools. There is an application system called the Common App. Do visit www.commonapp.org to check out the schools that utilize this application system. For most of the selective ones, there is also a supplement form that needs to be filled (usually means one more essay) besides the common app. But make sure you refer to the schools' websites for specific application instructions because not all processes are exactly the same.
All the best in your program! Remember, it's not always about the SAT or TOEFL scores, make the best of the opportunities you can get to make your application more holistic!
