For legal ebooks, the most popular sources are the project gutenberg and google books.

For guternberg, there is plenty free source of ebooks.

However for googlebooks, it is not free. The most you can do is to preview the book.

If you include audiobooks in your definition of ebook you might want to try out http://www.podiobooks.com/ They've got an extensive catalogue of free audiobooks you can download and listen to. It's how I discovered Scott Sigler (definitely check him out if you love either scifi or horror).
