If you didn't get JPA, you can apply to private colleges for A-Levels,SAM, ADP, CPU or foundation programmes. Then, after you have completed your pre-U and obtained good results, more scholarship awaits you. =)

But if that is a burden to your parents financially, do think of Form 6 as an alternative path. But you have to work really hard for any path you are about to choose. And do not worry about your SPM results. There is absolutely no correlation at all between your pre-u results and your SPM results. Once you enter any form of pre-u programme, it's back to square one where you have to put in a lot of effort to succeed regardless of what your SPM results were. Good luck=)

If you definitely need a scholarship to study abroad, my advise is go for scholarships that offer A-Level or SAM... Then , try to do well in those exams.. If you can do well in your A-Levels, you will have a lot of chances to go abroad... Most of my friends who failed to get JPA or BNM or Petronas using their SPM manage to obtain one scholarship to go abroad using their A-Levels result!

If you opt for healthcare related course, perhaps you could try writing email to private hospital or healthcare centre management. My relatives said they might consider providing financial aid for your oversea study if you are lucky enough...
