I was just wondering, if I can still appeal for JPA again? cuz I wasnt short listed for the interview. Kinda sad and disappointed though. May I know how to appeal? Anyone knows?

maybe you didnt fulfil all the requiremnts of your chosen course..
like for medic must get at least a2 on bla bla bla subjects...

Appeal for 2009 JPA Overseas Scholarship Program

Public Service Department of Malaysia had announced the names of recipients of the 2009 Public Service Department (PSD) Overseas Scholarships Program (Biasiswa Ijazah Luar Negara JPA). Applicants can check their result through the PSD website at www.jpa.gov.my (http://www.jpa.gov.my/)

MCA Youth Education Bureau urges all applicants to check their result through the website as soon as possible. Appeals have to be made online at www.jpa.gov.my (http://www.jpa.gov.my) within 10 days after the announcement of the result (closing date is 18th May 2009).

MCA Youth Education Bureau will assist the applicants who want to appeal and they can download the appeal form from http://youth.mca.org.my (http://youth.mca.org.my/) , and send it together with all the required attachments and information to MCA Youth Education Bureau or any State MCA Youth before 14th May 2009. Upon compilation and analysis of all the appeals, MCA Youth Education Bureau will discuss with MCA President, Dato’ Seri Ong Tee Keat and MCA ministers to help the applicants in the appealing process.

No I haven't because I'm not sure what points should I put in the surat rayuan. Do we need to stress on our academic and co-cu achievements, or our family backgrounds? I saw one post in another thread saying that we should not do that but to mention a special reason why you deserve this scholarship.
Btw Alvin, are you sure that the surat rayuan required by MCA is the one we send in esila?

It's possible. They want it to be concise and precise. FYI, they have a lot of appeal letters to read. XD

Mention something special. You should know why you're special.

Not suggested : I come from super poor family. I got 40A1. I represent this galaxy for ummm, table tennis league in the neighbouring galaxy 3mega light year from here. I speak 20 languages and i can understand the lowest level programming language every system understand. I deserve JPA by all means. I am a King Scout of King Scouts. *All bs here. Exaggerate*

Oh ya, please mentally prepare for other solution. Don't rely too much on JPA Appeal though there is a slight hope when some reject it.

Hey guys I have a question. I am offered the IPTS program for General Engineering. I am not being greedy, but I would just like to know if there is any chance of appealing ? It cannot be done through Esila since I don't have the 'Memohon Rayuan' option.

Why should we enter our information again? We had already submitted it while applying. Our details are already in JPA's record right? They will know our SPM result, family background etc just by checking their record.

I think they want to test our skills to write in SHORT but BRIEF.

Sorry I have no idea with that. Maybe you should give them a call and ask them? Since you can't appeal online then you can only send your appeal letter through mail I think. If JPA insists to give me scholarship to study locally I will also reject it.

the panduan down there in the borang rayuan states that we have to send in a ''Surat Rayuan''. this is the 2nd item on the list. can anyone tell me what this means? does this mean that we have to write a formal letter to MCA by ourselves and attach it together to be sent to MCA?

Any language that you are proficient in. Although I would suggest writing in English because it's better to write a formal letter to the department in the language.

I had also thought of menampung, but the word is one character more than membekal. Haiz. And the word bermutu I thought of putting berkualiti/berprestij but also can't due to the 200 characters limit. :(

Really? That's great! One thing I want to add on is the list of documents required. Besides from what you had mentioned, there are 8 more things needed as stated in the MCA appeal form.

i didn't get any matrik,IPTA or IPTS n i am waiting 4 KPLSPM...u send a appeal letter 2 JPA office, n monday u call JPA officer n ask y u don't hv "e-rayuan"

ya, i agree. it is more complicated than that. If you want make your appeal more attractive, i suggest that you all get testimonial/recommendation letters from your school principal, teachers, employers (if you have worked before). That way, your application will become more special.

Remember, the JPA spots for appeal is very limited so you have must make your appeal as much attractive and special than the others in order to win the appeal.

For the appeal, do make sure that it is unique reasoning. Don't ask others what the reason is. It should be your own creativity, since it should be something that differentiates you and the rest.

Reasons like expensive is valid for everyone, so why should JPA give you the scholarship. Think outside the box.

Nope..they'll send you to IPTA for foundations/A-lvls, and then you can further your degree overseas, based on ur result, though. What i heard is like that, correct me if i m mistaken. :)

You are damn disappointed for receiving IPTA... Think about the others who get nothing... They are much disappointed than you are... Maybe x100 or maybe x1000. So don't ever say you are disappointed to get an offer frm them. There are many others who don't get any.

for MCA... of coz you use MCA address... if not?

its better for you to attach... it will be easier for them to review yr qualification and judge you with the certes... and you hav no harm to attach them...

Yeah I'm also worrying about this. Maybe the jpa officer will feel annoying if we send them a whole bunch of certs together with a long appeal letter, since they had already provide the E-rayuan system in their website. I think this is a bit unnecessary after we appeal through MCA.

U have to do yur pre-u here... about applying admission to overseas i would suggest u be friendly with your jpa officer and whether they continue to sponsor you... just as long as you don't change your course... thats a NoNo..

The darn thing is yur offer letter and the doubt casted by the JPA OFFICER who keep on saying tunngu offer letter... U can't really noe for sure about this overseas thing, but sincerely lah if u ask me ethics wise about appealing...

Ask yourself, wad is this appeal for *in my opinion it's for those who didn't get any scholarship*... Miror yurself for a while and ask yurself did u get a scholarship???... Relax, you might get it through appeal. Who knows. However, make sure your appeal is as unique as possible to stand a chance of getting. If you don't get it, maybe God has planned something else for you.

They just want to fight for their chances, nothing wrong right? At least you have tried the best, at least there won't be any regrets in your life.

I advise you all don't hope so much on JPA, to be more precise, JPA appeal. Not to discourage you all, just want to emphasize something, failure is nothing but a process that all people must experience. I myself was rejected so many times, so what? I forget about all failures. They're meant nothing to me, at least and at least again, I've tried my best. That's all!

Nevertheless, you all can try to appeal. Who know, the next grand winner is you? :P Again, don't hope that too much. Do prepare any plan B or plan C for your future path.

but soon, i came to terms with it..

so,we as a student isit shouldn't going for the best result? Coz as the result itself stated, more A1's doesn't = to going overseas studies... But more A2's might get u higher chance of going overseas... Don't give reasons lik yr family income is too high and so on. YEP... this is a 100% stupid statement... If they said this way, then I think its an insult for those who are going to be sent for overseas study. You don't say it this way. If really is, keep all the students for local studies then. What for you are sending those NOT-SO-BRILLIANT(a really insulting name for those who secure JPA) going overseas? I don't feel happy over the reasons they give.

Just sent in my appeal letter to MCA youth and JPA... Job done... What I can do now is wait and wait... Tidur dulu lah....>.<

MIC to help students who didn’t get PSD scholarships


PUTRAJAYA: MIC will take up the appeals of students who failed to secure Public Services Depart*ment (PSD) scholarships, its secretary-general Datuk Dr S. Subramaniam said.


He urged students who were unsuccessful in getting PSD scholarships to submit a copy of their appeal letters to his office or the MIC’s educational arm, the Maju Institute of Educational Develop*ment (MIED).


“We are monitoring the number of applicants who were not successful despite having good grades and will discuss the situation with PSD officials,” he said yesterday.
The PSD interviewed 8,363 out of the 15,084 candidates who applied for scholarships under the foreign degree programme be**tween March 31 and April 3.


However, a PSD statement said only 2,000 students would be offered scholarships to study abroad for courses already stipulated by the Government.
The results of the offer would be carried in the PSD portal esila.gov.my (http://esila.gov.my/) and unsuccessful candidates can submit their appeals online till May 18.


Dr Subramaniam also urged those who had appealed to submit a copy to the Human Resources Minister’s office at Level 9, Blok D3, Kompleks D, 62530 Putrajaya.
Applicants are also advised to contact P. Munusamy at 03-8871 1357, A. Saravanan at 03-8886 5028 or S. Nadarajan at 03-8886 5007 from the minister’s office or fax their appeal letters to 03-8889 3033 or 03-8889 2390.
They can also submit their appeal letters to the MIED at Level 1, Menara Manickavasagam, MIC headquarters in Kuala Lumpur or contact MIED at 03-4042 2885 or fax to 03-4045 6377.


Meanwhile, MIC president Da**tuk Seri S. Samy Vellu has asked Universiti Putra Malaysia to offer a Tamil-language course to give In**dian students more opportunities.
He and Dr S. Subramaniam made this request to Higher Education Minister Datuk Seri Mohamed Khaled Nordin yesterday.

Hehehe thanks, but I'm not going for the exam. I moved on and i'm looking forward actually to start fresh at my diploma. Wish me luck for that!

I went to JPA last monday to appeal and everything. The person incharge said that JPA will release the results on 1st June. But, they'll try to make it earlier than that.

I scored 11A1 and also an A1 for GCEO but I was rejected..
At first,I couldnt believe my eyes..
but soon, i came to terms with it..
Well, everything happens for a reason..
Maybe JPA is just not for you..

You will get there!!!
The path you take will not affect much..
It's time to know that reality sucks and sometimes your best still may not be good enough..

Every since when our country is fair let alone JPA. Our country's integrity is only 5.5 out of 10. There has always been politics in JPA that allowed someone who actually don't deserve to get the scholarship to be awarded the scholarship. Someone who I know who broke JPA' basic rule that stated everyone must get at least A2 in BM, Sejarah and Moral, and that fellow got B3 for Moral and he was chosen for an overseas scholarship on the month of April. Whether he used political connection or not, I don't know what to say.

That's definitely not true. If those with 11A1s and above automatically get PILN then the 2000 slots will not be enough though. And how about the quota for bumis? How bout the 20%,60% and 10% thingy? It's impossible.

Today the amount of appeals was announced by president of MCA, Ong Tee Keat. I watched the news on tv just now. They just pick 100+ 11A1 or above students from 800+ applicants for JPA appeal. They will submit the list of those 100+ selected students to cabinet if I'm not mistaken. And then the discussion will be carried out to decide whether they should give the scholarships to those students or not. Good luck to you!

There is a sample of surat rayuan in page 5 of this thread but it is for JPA appeal.. I made it as my guideline while writing the appeal letter to MCA. But I changed a lot..

I think the best way to appeal for JPA/MARA is that you directly go to their office. Thats what I and most people that I saw did. It shows how much you want that scholarship. Face them and tell them that you really really want the scholarship. Just bring an appeal letter. Surat sokongan, 2 is better than 1, dont u think?

PUTRAJAYA: There will be no review of the selection criteria for Public Service Department scholarships, PSD director-general Tan Sri Ismail Adam said yesterday.

He said he had not received any directive to reconsider the criteria.

Unsuccessful applicants for scholarships had until Monday to appeal, he added.

MCA president Datuk Seri Ong Tee Keat said on Wednesday there would be a review of the PSD criteria for giving out scholarships.

Ismail denied there was a meeting among Barisan Nasional component party leaders, the chief secretary to the government and himself, as claimed by Ong.

Ismail also denied Ong?s claims on the current selection criteria.

This is quoted frm a newspaper article and I really got disappointed again. Both of the government officer stating totally different thing. One said the criteria will be review, another said no. Why there is no person can stop all these confusion by stating a very strong and firm statement to all the people to stop us guessing?? At this point, I don't put in any hope. I thought the government had been improving all these long and trying their best to stop this kinda problems happen again. But I think I'm wrong. No figure of authority can state sth clear and strong. Yet both parties saying their own say. What is happening right now? Can you tell me?

Well, from what the people at JPA Office told me, they will release the results latest by 1st June. Meaning, the results can be released earlier than 1st June.

surat sokongan aka reference letter, its like recommendation letter from person wit high position/status., for example one of Pengarah bahagian in JPA know u, maybe ur father friends or ur uncle, u can write d reference letter n get the person to sign., thus increasing ur chances to get the scholarship...

I think they mix up the PSD scholarships appeal with the matric appeal..
cause the number of those accepted are the same..
I think the results will be out by 1st June..

The appeals were accepted and still under consideration. If the appeal results really out already, they will announce it through media. I heard the result will out on 27th May (wed) but not really sure of that..

What does 'grey' mean? Why you think you can't get it? There is always a hope.. Now we should have some another plans as backups, not just relying on jpa.. Good luck and bless you. :)

those appeal for the jpa oversea scholarship be patient,tmr the cabinet is having a special meeting chaired by Najib himself(things is serious, rt) regarding this issue. We dont know whether they will announce anything after the meeting,but maybe there will at least some hint on this, whether the appeal are successful based on how many A1s onward,(i wouldnt know, just guessing).Just wait for any chinese news on tv,anyhow, results will be known very soon!And furthermore , there will be another cabinet meeting on Wed, by then, we will know some outcome about how the JPA will select the scholars for the following yr, or maybe we dont ve any JPA and will be replaced by another body which will be in charge of the scholarship, wait patiently n c, just keep praying for the best outcome!!BEST OF LUCK to those who Appeal!!hooray!!

i know there are a few ipts tt we probably would be sent to (eg. curtin, nottingham, swin burne, monash)
however... i reli wish tt they sent me to monash as it is the nearest coll to my hs... i need to take care of my mother so i couldn't leave her alone...
now im thinking of writing a letter to jpa... hopefully they will allocate me to monash.... im writing the letter in malay... but im stucked at the title there... can someone help me pls.... =)

I have the same problem too. They told me that those who got Computer Science under IPTS will be sent to Curtin, Sarawak. However, I have some health conditions. I do not wish to go till Sarawak (so far) to avoid any inconvenience. I think its more appropriate to make an appeal for this after you received your offer letter. If possible, go to their head office at Putrajaya.

Yes. U can be angry, disappointed, and dejected due to the rejection by JPA. Obviously you have the right to be sad, and to ask u to think in a positive manner within such a short period of time is harsh too. So, speaking from a person who was a JPA-reject, I totally understand your feelings.

(I obtained 10A1 and 1A2 with A1 in GCE-O, applied for Engineering, rejected even with personal appeal. However, think for others who try to ask u think from a positive perspective. They secured the scholarship, and they think that they might want to comfort u. So, don't feel bad or think that they are hypocrites if they come and lend u their shoulders. I do agree that there are people who act that way, but it makes u feeling even worse to think such.

I concur with AaronJ. Life is totally unfair and unjust. Don't try to whine for too long or else your spirits will be consumed, and turn yourself into a pessimistic person. Why keep begging for JPA scholarship if they don't give u?

You certainly wouldnt realise now, that how far can the 'force of rejection' bring u in life. I experienced it myself. I have learned something which I think I will never ever learn if I were granted the scholarship back then. The opportunities in life, the surprises, and the memorable moments, all are so precious which u might encounter should u fail to secure JPA. So, let yourself down for a few weeks, then rise up with tightened fist, dry your tears with spirits.

The most important lesson u will learn now, is 'always have low expectancy in life'. You dont expect much, but u do all u could and strive for the best. What's wonderful in life is the best gift always appears unexpectedly.

By all means, appeal. At the same time, draft a plan B. If you are good, remember that God's has planned your path, and only through walking the boulders and thorns, u will find out the eventual path. Why we need to be that miserable, to beg for JPA's mercy?

Think about it and u might feel better. Cheers =)

Please stick to the thread title, Appeal JPA 2009. Don't write something that's irrelevant or post some words that may hurt others' feeling. I think this suggestion will hardly been accepted. Increasing 100% slots for piln will also increase the budget of government and this will rise up a lot of problems. Also, I think there are more than 2k students who get 9A's every year. Correct me if I'm wrong. :)

Ya, the results will come out june 1. They may not be taking back the scholarships but who knows they might increase it since BN government wants to gain back the support of people and MCA has been fighting hard to get you all a scholarship. So, just hope for the best.

may i know who made that statement to the press because here's a "half-banana". i don't understand chinese.

i don't think it's real lah, since there are also quota for admission into overseas universities. there must be a limit as to how many malaysians/foreign students a uni could accept. if they (JPA) seriously offer 1700 students to do medicine overseas, by the time they all finish their a-levels, another problem will suffice when a lot of future medicine scholars could not secure places in unis in their respective countries and are offered to do locally instead.

i dun think taking those 2 extra subjects is the reason y u were rejected, takin extra subs shudden reduce ur chances in getting it

But I also saw the exactly same number in Sin Chew Daily today and I was kinda shocked. From Statistics of JPA Scholarships Distribution (http://www.recom.org/forum/showthread.php?t=7789&highlight=JPA+statistics) there was only 530 out of 2000 slots allocated for medical course applicants. 85% is really impossible, since the ratio of medical course applicants to other course last year was about 1:4 (530:2000).

I believed that there was definitely a BIG mistake. :amazed

I couldn't think of other except for add maths, maths, economy, accounting principles and commerce. But I'm a science stream student and I guess there are many same as me too, applying for AS. Btw I got 12a1s including 2 chinese subjects which are almost useless.

I think many people misunderstood this. How could it possible to allocate so many places for medical course only?!
I presume it means among the 8k applicants who were shortlisted to interview, there are 1700 of them applied for medical course. But I think this number is too little for medical course which is a critical course.

Or maybe it means among the 2k scholarships, 1700 applicants compete for medical course.

In the appeal letter, state your SPM result, cocuriculum achivements, family background, why do you deserved to get JPA scholarship, your qualification fulfills the basic requirement (if it's), some promises (Example, belajar bersungguh-sungguh...) and any points related to be more outstanding compared to another. If you don't have anything special, then JPA will think: Every student has the same reason, why should I give you?

The main reason I will stress is family background/financial woes.

Just my two cents, what you all want to write depend yourself.I doubt begging for mercy is a good reason for them to invest in you. I would rather highlight my good points (with a little part on my family condition) if i am you ;)

Government has get used to come up with contradicting policies all the time. IMO, the most recent one, about increasing the allocations for JPA scholarships, is just a play to calm those restless and frustrated parents and students.

The best example I could give is the tajaan tambahan SPM 2007. Due to the unexpected political tsunami on 308, the governing party, BN tried to win the people's heart, so they came up with such scheme. I wondered why everything, including the national reserves and taxpayers' money could be spent lavishly for political purposes.

And, this year, even the DG of JPA claims that this scheme is not going to be continued.

So, in terms of getting JPA scholarships, besides being an outstanding student, u got to need alot of lucks..

I know the most significant aspect is academic result, just if there are 2000 excellent students with 12 A1's, how are you going to judge them? At that moment, interview, cocurriculum, family background and online test would be the key.

good luck to those who made an appeal!! =)This is not the first time it happened, actually. There was one year, where JPA gave out extra scholarships to appeal students because of another incident. In that particular year, shortly after the release of JPA scholarship application results, someone revealed that JPA had been giving out scholarship in a quota, ratio of bumis: non-bumis is 80:20, every year. Before that, public never realise that such quota system existed. Then, as usual, our minister denied, claiming these are just coincidence. Since result of that year were just released, statistics were not yet available. Then they made another move, by giving out extra 200 places to appeal students, mainly to non-bumi students, succesful disrupting the "coincidence", bringing the percentage of non-bumi students up to 23%, which was revealed later, and brought issue to a rest.

However, after that year, number of non-bumi scholars did increase significantly, even though no official statistics given. The claim of quota is valid, I believe, as it's hard to believe it's merely coincidence, seeing the percentage of non-bumi scholars ranged from 19.9% to 20.1% for 4 consecutive years, while the number of scholarships given out varied.
