JPA: Transfer uni

Does JPA allow us to transfer from 1 uni to the other in the same country after 1 year, with their consent? Eg: Bachelor of Science in Uni of Sydney ----->>Bachelor of Science in Uni Melbourne

In the case of scholars studying in US, the answer is no, not even ifv the uni that you're transferring to is better or cheaper.
