this scholarship are not for spm leavers rite? cause its stated there for those who had a secured place in ipts/ipta

ya, its not for spm leavers. its for those who have secured a place (2nd year also can) in the local public uni or ipts (only 3, its the petronas and uniten, check it at the website) or those who have received offer letter.
