How do i upload a picture. I cant create an album

Hi. I cant seem to be able to create an album. Hence i cant upload any pictures. appreciate it if you guys can help.

When i select upload picture it says that there are no galleries where i am allowed to upload a picture.

I've created a gallery, album now but when i upload a picture it just goes to a blank white screen. It doesnt upload a picture. This is so damn frustrating. Is their a bug in the website or something?
