facts about jpa??

i heard from a friend that jpa scholars must apply for their own universities overseas according the country given upon finishing foundation programs?? is this true?? i thought jpa will enroll us in selected unis?? if this happens.. what will happen if i dont get any reply from the unis that i applied??
