Is malaysian public ug education for malaysian citizens only

well is it? can foreigners study at um, uitm, usm, upm etc. at undergrad level?

yea...certain courses only and not critical courses like medicine

If not Malaysian, can apply with a-levels, ausmat, sam...If Malaysian, must STPM. Other quite hard to enter. Your acceptance depend on the course you take. Some critical course such as medicine might be harder to enter because priority to Malaysian.

If you put things in to perspective, local U cert are still pretty recognized around the world, especially if you have good results. You can get into most US/UK/etc universities for your masters / PhD using your local cert. It certainly open doors to jobs aplenty.

It's not just "believe in Malaysia". You should also consider education cost. Let's imagine a specific case: friends from China who has bad command of English and can't secure a scholarship trying to get into a English Speaking country. Other than Singapore, Malaysia, where there's still a large body of Chinese around but conduct courses in English, where else? Plus SG is more expensive in terms of course fees. This "jumping board" style education path is already quite common in private colleges, so I wouldn't be surprised that there are people in local U who are trying to do that.
